I rest my case. In other words, you have to negotiate with the RBOCS to get pole space for your cable (the right to which was given to the current cable operations as part of the monopoly franchise) and you cannot get revenue for television service which is a monopoly granted to the cable company.
The last time the RBOCs allowed anyone to use their utility poles was when the FCC put a gun to their head and said you have to do it for the franchised cable companies. They are not going to give in on this issue again without a complete and total civil war.
