I would think AT&T would appeal before making huge cable investments anywhere. A decision like the one in Portland could occur just as easily after the fact somewhere else. Then AT&T would have to share the benefits of their improvements. Their best business decision would be to time cable improvements to a time when everything else is ready to go so they could be first to market after the cable improvements happen.
