<What this decision by Judge Owen Panner may do is push the FCC to weigh in on the matter. That is because federal regulators may not want a patchwork of regulations on an issue that is so critical to the development of high-speed Internet access nationally.>

This to me is the most significant consequence of the Judge's ruling...It may finally get the FCC and/or Congress to stop sitting on their respective hands and do something definitive.
