It has always been a matter of cost as to why this hasn't been done. The MSOs have spent zillions over decades embedding their plant. As rickety as it all is, T was willing to buy rather than build. I have continually stated that the firm which builds a Pure network will be sitting pretty regardless of expense. The expense will disappear toot sweet. The ROW to construct it along MSO lines would be granted in 10 minutes by the FCC and they have that power.
