There is one country that is such a backward, oligarchy that 95% of its cringing and impoverished citizens have less than 5% of the total wealth. The government gets most of its tax money from people living below the poverty line and 65% of the gross national product is spent on the civil service who are the only class with in the country with any disposable income. One half of its wage earning citizens live below the poverty line as the average income of wage earners is actually below that figure. Personal income tax can go to 84% and no one can borrow money from a business without paying personal tax. In some areas the civil service makes up almost 1/10 of the total population, not the working population, but 10% of the numbers of every man woman and child! The tax money of the nation is directed such that two thirds of it is spent on one third of the people, all of whom speak a minority language. This minority controls the politics of the country and it is impossible for the majority to get a leader elected who comes from their constituency partly because of the stacking of electoral districts by the minority into their areas. The major money maker for this poor nation is mining and metal exports, it being almost 40% of the foreign exchange, which is used to pay its rapidly increasing debt, which now is worth the yearly salary of every wage earner per capita. But the politicians of this country wish to kill this industry and have saddled it with intractable problems.

The country: - Canada.
