If upgraded cable networks have high capacity fiber "on-the-pole", what's to stop them offering the same fiber pipe into the home as Bell South is talking about?

I've long thought that fiber into the home will be the ultimate "pipe" for all phone, video and data. Who cares if comes from a local phone company or a local cable company?
