Sure there is an if to any government contract right up to the day it is signed. Starting a process doesn't ensure that the next administration will agree that this is the way to go, or that there won't be cutbacks, or tax cuts or lots of things. They are still testing this thing to see if it will do what they want, or at least as far as I have heard. Until the day the deal is signed it is still a what if situation. I may be wrong, but no one has a definite contract on this yet do they? I think it will be a long slow summer with things picking up a tad when the final contracts are signed....
