Mike, as far back as I can remember, 5 10 even 15 years ago there was
always speculation that India could bloom because of its people.

To me that sentence fragment in the article you posted has explained why
this has not yet happened:

<<... constant political pandemonium, poor physical infrastructure, a suffocating bureaucracy...>>

The <<poor physical infrastructure>> the article says will not hold back
the computer software industry, which is true, but to me the fact that this
condition exists reflects a flaw in the way people are limited in their freedom
to help the economy. By this I mean the way people are limited by their
government to create wealth and higher standard of living via laissez faire.
