Bill, Someone, I think it was FMK, called Alliant who confirmed that the OICW battery is a Valence. Probably one of their cobalt types.

Believe it or not the Germans had a wierd looking rifle that shot around corners and used it in WWII. The low powered bullet actually hit a person I knew and knocked him on his ass. They pried the bullet out of his gut and he was slogging it out an hour later. As for DOD; yes, it is a tough outfit to do business with, but it is well to remember that if you have something new that they want (and ARPA and the Potomac labs used to follow developments very closely), they would match undercapitalized entrepreneurs with one of the defense giants. Raytheon, for one, made a fortune that way and the little guys made a buck before they were (usually) gobbled-up. If Alliant's rifle works, and Valance has a solid product and a solid tie with Alliant, it should benefit substantially. Concerning NATO and weapons uniformity, don't sweat it.
