?<<<< Aren't these kinds of issues ambiguous? They are clear and unclear simultaneously. Ahha Ahhaha! Youve got it! Since they are ambigous someone has to attempt to define it. Who? Courts and regulators thats who. Odds are pretty decent the only way to make sure everyone pays "equal" is to define what everyone pays.
