BTW Trump was not "punching back" at Kovaleski.  His beef was about something Kovaleski wrote 14 years before that had nothing to do with Trump.  And it's another lie that he didn't know what Kovaleski looked like.  They knew one another:  "Now the poor guy, you ought to see this guy", Mr. Trump said, before jerking his arms around and holding his right hand at an angle. "'Ah, I don't know what I said! I don't remember!'" [5]The remarks became controversial over the question of whether Trump was mocking Kovalesky's physical condition, as Kovalesky has  arthrogryposis, a congenital condition that involves contracture of the joints in his body and gives him a distinctive appearance. Trump later said that he could not have been mocking Kovalesky's disability [5] because he didn't know what Kovalesky looked like. This defensive security alliance has been a key institution for world stability since World War II. &lt;br&gt;&lt;br&gt;In the wake of that war, the U.S. and its allies recognized the crucial importance of peacetime alliances to deter future wars. To stop the spread of communism across war-torn Europe, the United States backed a massive financial investment into rebuilding Europe. President Harry S. Truman signed the European Recovery Program, better known as the Marshall Plan, into law on April 3, 1948. &lt;br&gt;&lt;br&gt;Quickly, though, it appeared that economic recovery would not be enough to protect a democratic Europe. The expansion of Soviet-style communism prompted officials to consider a pact that would enlist the United States to stand behind the security of Western Europe. Crucially, though, they wanted it to stand outside the United Nations, where the Soviet Union could exercise veto power. The outcome was the NATO alliance. &lt;br&gt;&lt;br&gt;NATO guaranteed collective security because all of the member states agreed to defend one another against an attack by a third party. Article 5 of the treaty requires every member nation to come to the aid of any one of them if it is attacked. That article has been invoked only once: after the September 11, 2001, attacks on the United States, after which NATO-led troops went to Afghanistan. &lt;br&gt;&lt;br&gt;Over the years, the alliance has expanded to include 32 countries. In 1999, Poland, Hungary, and the Czech Republic, all former satellites of the USSR, joined NATO over the protests of Russia, which was falling under the control of oligarchs who opposed western democracy. More countries near Russia joined NATO in the 2000s, and Finland and Sweden have joined since Russia’s full-scale invasion of Ukraine—Finland three years ago tomorrow, in fact.  &lt;br&gt;&lt;br&gt;When NATO formed, the main concern of the countries backing it was resisting Soviet aggression, but with the fall of the Soviet Union and the rise of Russian president Vladimir Putin, NATO resisted Russian aggression instead. &lt;br&gt;&lt;br&gt;In 1949, when he signed the treaty, President Truman called the pact a positive influence for peace. That peace was, first of all, among the nations signing the agreement. They were, he said, agreeing “to abide by the peaceful principles of the United Nations, to maintain friendly relations and economic cooperation with one another, to consult together whenever the territory or independence of any of them is threatened, and to come to the aid of any one of them who may be attacked.” If such an agreement had been in place “in 1914 and in 1939, supported by the nations who are represented here today,” he said, “I believe it would have prevented the acts of aggression which led to two world wars.”&lt;br&gt;&lt;br&gt;With NATO, Truman said, “we hope to create a shield against aggression and the fear of aggression—a bulwark which will permit us to get on with the real business of government and society, the business of achieving a fuller and happier life for all our citizens.” &lt;br&gt;&lt;br&gt;NATO countries agreed to stand together to withstand aggression from outside the pact. Truman emphasized the difference between the NATO countries and the authoritarian system against which the alliance stood. The NATO countries could stand together without being identical. “There are different kinds of governmental and economic systems, just as there are different languages and different cultures. But these differences present no real obstacle to the voluntary association of free nations devoted to the common cause of peace,” he said. “&lt;i&gt;t is possible for nations to achieve unity on the great principles of human freedom and justice, and at the same time to permit, in other respects, the greatest diversity of which the human mind is capable.”&lt;br&gt;&lt;br&gt;The experience of the United States “in creating one nation out of…the peoples of many lands” proved that this idea could work, Truman said. “This method of organizing diverse peoples and cultures is in direct contrast to the method of the police state, which attempts to achieve unity by imposing the same beliefs and the same rule of force on everyone.”&lt;br&gt;&lt;br&gt;The NATO countries did not believe that war was inevitable, Truman said. “Men with courage and vision can still determine their own destiny. They can choose slavery or freedom—war or peace. I have no doubt which they will choose. The treaty we are signing here today is evidence of the path they will follow. In the same breath, Trump extended this logic to Medicaid and Medicare — the programs that tens of millions of elderly, disabled, and low-income Americans depend on to survive. "Medicaid, Medicare, all these individual things, they can do it on a state basis," he said. "You can&amp;#39;t do it on a federal."&lt;br&gt;&lt;br&gt;The federal government, Trump explained, has exactly one job: "Military protection."&lt;br&gt;&lt;br&gt;Just one thing. That&amp;#39;s it. That&amp;#39;s the whole vision. &lt;br&gt;&lt;br&gt;Never mind that the United States federal government has successfully administered Medicare since 1965, providing healthcare to over 65 million Americans. Never mind that Medicaid covers 80 million people — including children, pregnant women, nursing home residents, and people with disabilities — and that most states could not possibly fund it alone. Never mind that the entire reason these programs exist at the federal level is precisely because that states couldn&amp;#39;t handle them on their own.&lt;br&gt;&lt;br&gt;And never mind that this is coming from the same president who just signed a $400 million White House ballroom, who has spent hundreds of millions in taxpayer money on personal golf trips, and whose administration just handed billionaires the largest tax cut in American history.&lt;br&gt;&lt;br&gt;We can&amp;#39;t afford daycare. But we can afford all of that?&lt;br&gt;&lt;br&gt;Let&amp;#39;s also be clear about what "let the states raise their taxes" actually means in practice. It means the poorest states — which tend to be the reddest states, the states that voted for Trump — will be least able to fund these programs. It means a child in Mississippi gets worse care than a child in Massachusetts. It means the social safety net gets shredded one block grant at a time.&lt;br&gt;&lt;br&gt;This isn&amp;#39;t small government philosophy. After European allies declined to join his latest military adventure, Trump started huffing that NATO was making a “very foolish mistake,” then insisted “we don’t need them, but they should have been there,” which is a wonderfully efficient summary of both the grievance and the incoherence.&lt;br&gt;&lt;br&gt;What makes the whole performance so ridiculous is that the complaint does not merely sound childish. It is childish, because it is based on the idea that America’s allies were somehow obligated to help him do something they had already warned him was reckless, destabilizing, and in several cases flatly not their war. France said the conflict “is not ours.” Britain said it supported defensive action but had taken a different line on the offensive campaign. Germany said it could imagine helping secure shipping in the Strait of Hormuz after hostilities ended, which is diplomatic language for, “We are not climbing into the clown car while you are still flooring it toward the ravine.”&lt;br&gt;&lt;br&gt;This is the part where the factual spine matters, because NATO is not a subscription box for presidential impulses. Article 5 says that an armed attack against one member in Europe or North America is to be treated as an attack against all, and even then each ally takes only such action as it “deems necessary.” That is not a standing legal duty to join any war Trump decides to freelance into existence because he woke up feeling contentious and under-admired. It is certainly not a solemn treaty promise to help him turn one catastrophic idea into a group project.&lt;br&gt;&lt;br&gt;In other words, Trump is furious that people refused an obligation that did not exist. He wanted applause for starting the fire, volunteers for fanning the flames, and then gratitude for the privilege of inhaling the smoke. When that did not happen, he reached for the language of betrayal, because betrayal is what every narcissist calls it when the room declines to become an accessory. The allies did not break NATO’s rules. They simply refused to become props in one of his more expensive emotional episodes.&lt;br&gt;&lt;br&gt;The most revealing detail in all of this is that Trump keeps talking as though NATO exists to validate him personally. At one point he complained that “NATO has done absolutely nothing,” and later suggested that because “NATO just wasn’t there” for his Iran war, “I guess we don’t have to be” there for NATO. That is not a serious argument about treaty interpretation or burden sharing. That is the foreign-policy equivalent of a toddler knocking over his own juice box and then threatening to call the police because nobody clapped.&lt;br&gt;&lt;br&gt;Even the administration’s cleaner-up crew could not quite make the logic work. Marco Rubio said the United States was “not asking for anybody to join the war,” while also arguing that countries affected by the Strait of Hormuz closure should help deal with it after the conflict. That softer line made perfectly clear what Trump’s sulk had already obscured, which is that there was no actual allied refusal to honor Article 5, because Article 5 was never the issue. The issue was that Trump wanted Europe to endorse his choice, launder his recklessness into “unity,” and supply the flattering optics of multinational buy-in after the adults had already told him the idea was bad.&lt;br&gt;&lt;br&gt;That is why the toddler comparison fits so snugly. This is not merely anger. It is that peculiarly infantile form of anger that erupts when someone is told no for an excellent reason and then decides the real crime is not the bad idea but the refusal to indulge it. He was told this was dangerous. He was told allies had legal and strategic reservations. He was told diplomacy remained the better route. He barreled ahead anyway and now wants to stand in the middle of the mess, lower lip trembling, and demand to know why nobody helped him make it bigger.&lt;br&gt;&lt;br&gt;The larger problem is that this is not only stupid, funny in a “well, this is bad” kind of way and revealing. It is corrosive. Alliances depend on shared rules, predictable commitments, and at least a faint acquaintance with reality. The moment mutual defense becomes “back me up on whatever lunacy I am selling today or maybe I will not defend you tomorrow,” NATO stops being a treaty alliance and starts looking like a mob boss arrangement with a grievance complex. Trump is not defending the alliance. He is trying to convert it into an international mirror that reflects his ego back at him in thirty-two flags.&lt;br&gt;&lt;br&gt;So no, NATO did not fail Donald Trump. NATO declined to help him do something foolish, unnecessary, and never required under the treaty, and he responded the way he always responds when reality denies him immediate emotional service. He pouted, he threatened, he lied about the terms, and he mistook adulthood for disloyalty. He wants the majesty of being commander in chief with the pampered impunity of being the baby of the room, and when nobody rushes over to praise his latest disaster, out comes the grand strategic pacifier toss. The real scandal here is not that the allies would not help him light the curtains.
