Even if incendiaries were not used on the wooden structure, their use would've been perceived by the Davidians as an indication that firestorming of the residence was imminent.

Who knows, in another 6 years maybe the FBI will admit further detalis of their involvement in the deaths of 80 Davidians. The admissions so far are just a preparation for this.
