Partially. CA effectively ran extension cords to other states this summer when clouds from a tropical storm blocked the sun AND there was little wind since the blocking eliminated most of the thermal wind. We ran out of power during the heat spell. So they both bought power from other states AND shut down parts of the state to save the grid when they couldn't get any more power from the other states that suffered from the same storm.
