You asked "why they would do it", and I gave you an answer. I'd prefer to just get rid of all of it and even the playing field. I think ethanol can compete well on it's own, as long as it's made from cane and not from corn. Even with the transport costs, the ER/EI would STILL be better than any other renewable, so it's not unreasonable to give it a try. Politically the mandate without the tariff would be DOA anyway, so it's a moot point.
