If you really believe ethanol is the best intermediate term solution for extending transportation fuel and decreasing oil imports (say, till plug in hybrids took hold), then you might consider keeping mandates (to use X amount of ethanol as auto fuel by Y point in time) to get infrastructure off the ground and to keep automakers building flex fuel cars. For say 8 years maximum. The subsidies do not make any sense and should be abandoned. The tariffs should also be abandoned in any event.
