cold war victory for Clinton
Wars are not necessarily over when the last shot is fired. The cold war is peculiar in that most of the shots were not fired by the principal advesaries. It is tempting to place a single event as the end. Maybe it was the day the first piece of the Berlin Wall fell, or perhaps when Yeltsen stood on a tank and dared the Soviet army to back down, or perhaps when the last shots were fired at the Russian Parliement. Wars like WWII ended rather abruptly while the Korean war has still not reached a conclusion. The cold war is winding down but not all pockets of resistance have yet surrendered. Clinton is a primary reason that it is winding down and not flaring up. I think the Balkans provide a great example of the winding down phase. Had the Bush policies continued it is likely that Serbia would still be running amok and there is a great chance that Turkey and Greece would be exchanging fire in the heart of Nato. Now there are many in that area who are thinking this Democracy idea just might work and that is likely to spread. That's what I call winning the war.
