what is wrong with an Arab/Persian country from having the same capability ? Its MAD again.

M.A.D. only works when rational governments recognize that any first use will result in their immediate mutual annihilation.

But religious fanatics, who believe God (Allah) will protect them are not rational.

Especially those who believe that it is their sacred honor to martyr themselves, and others, in the name of god..

That's a significant difference.
