How would this action be dilutive? Would this issue come out of the approved share amount?

Also, I added up the following from a Yahoo profile on DELL:

Shares outstanding ----- 168.2 m
Float ------------------ 129.5 m
Total ------------------ 297.7 m

That doesn't even add up to the 300 million shares authorized before the split. Is my math off here somewhere?
