I see you still want to underestimate Bush. That is OK. Worked for me for eight years with Clinton. He still disappointed me but I never had to reconsider my perception. This "Clinton recession" appears still in its infancy. Let's leave him completely out of the solution.

I guess I would prefer to resolve the mess this way and keep all the politicians out of the solution since none of them have ever understood the problem:
