I've heard there are many "political issues" with WI that may have made it less business friendly... I doubt we'll ever get a clear story as nobody wants to offend anyone unless it is a hated former president with orange makeup.

All this nonsense is why I don't like temporary measures and prefer things like lower business taxes locked in to make the US more competitive. When you have to give away the fort, be it in Taxifornia or WI, by forgiving the excessive taxes other businesses ALREADY employing local workers have to pay, there will be resentment.

Notice how Elon sucked all the subsidies out of Taxifornia he could get to help rich folks pay for his expensive autos so they could drive solo in commuter lines that poor folks could not afford... then when the sales drove his stock up to make him wealthy, he said FU to Taxifornia, sold his homes and moved to Texas where he'll skip having to pay our 13.3% tax on his stock gains when he sells shares. Then the crooks owned by the rich dems in Taxifornia turned our commute lanes into toll roads so the rich can still pay to avoid traffic.

Corruptifornia tacticks have found their way to Wizzzzz-consin it seems.
