If I recall correctly from the Iran-Contra prosecutions of Lawrence Walsh, somebody from the Reagan administration was convicted of perjury because he could not recall some answers to questions posed to him in the Grand Jury.

If that's the standard for perjury, half the Clinton administration would be convicted.
