Those two sound like a wind FOILER and an e-FOILER.

I think the e-foils have enough juice to stay out about 20 minutes and work best in flat water with no wind.

I believe the wing foilers can get going in the least amount of wind.

Another version is a small wing foil board that riders use to paddle or get towed onto the foil then they ride swells downwind at places like Maui. Mark Zuckerberg posted a video of himself doing this yesterday or Friday with a shout out to Kai Lenny, the World's best waterman I photographed when he was a teen and is now in his 20s prime. Those who give lessons here tow you up onto the foil without a wing using a jet ski or ski boat so you can learn to ride the foil first, then they add the wing... not cheap but Zuck can afford it.

It is evolving fast but I think "surfing" refers to the boards, kite or windsurf, staying on the surface of the water unless doing jumps. Anything that gets up on a foil to be more efficient and easier to get upwind is called some sort of "foiling" starting with Kite Foiling and Wind Foiling using their surfing gear with a fin. Then they have Wing Foiling which is a cross where the rider holds the "wing" that is like a kite and similar to a "wind weapon" invented 30 or so years ago but too much work without a foil. Then there is SUP foiling where they get a "surf" board they can stand up on with a paddle to catch waves then they add a foil to make it easier to keep going and get more rides, etc.
