I was more thinking about companies that will do design for others.

Every fabless semiconductor design company makes the designs for others.

There are semiconductor design software companies - they make the tools used to design semiconductors.

If a device makers wants "something new" they will push the closest similar semiconductor company (ADI, NVDA, AVGO, etc.) to make what they want. But that is basically the semiconductor design process, it is ongoing all the time as the fabless semiconductor companies try to make the best chips that their customers want.
