It's actually pretty simple .... Members of Congress sell tax advantages (via their votes) to those who give money to keep them in office. In other countries we refer to that process as bribery. In our country we call it lobbying in order to give it an air of professional respectability.

The bottom line is that things are as they are because Congress wants it that way. Few things are more contemptible than politicians who indignantly claim that everyone must "pay their fair share" while they legislate full time to make sure that some don't. Sadly voters can't or won't recognize that the only solution to the problem has to come from those who benefit most from maintaining the problem .... a recipe for the status quo. Of course, this is not limited to tax law. It's good to be in a Congress with "tenure".
