I said it was a Constitutional question, and that they would have found Reagan had the authority had it gotten that far.

If you think Reagan would not have won, remember, if the Dems coulda impeached Reagan, they woulda.

Unlike Reagan, FDR had absolutely no authority to violate the Neutrality Acts.
