I was very surprised to learn, recently, that this issue isn't provided for in the Constitution.

After thinking about it for a while I realized that the Founding Fathers did not really care where you were from (although you have to be native born to be President). If you were in America, and said you were American, that was good enough for them.

I do think there should be some standard for voting, but maybe a green card and a year's legal residence would do, at least for local elections.

No taxation without representation, and all that.
