I think Starr was determined to report by September. He knew Clinton would ultimately lose but could run the clock for months. Starr boxed him in by agreeing because he knew:

1) Clinton could not maintain the facade of a "pressing schedule" while taking a two week vacation. Judge Johnson reportedly so ruled just that in the face of that particular Clintonista lie.

2) that Clinton has committed serial perjury and nothing can undo those crimes.

I have also read and believe that affair Lewinsky represents just 4% of the crimes that Starr will report that Clinton has committed.
