It's a shame. But both Medicare/Medicaid and Social Security have to go down as two of the biggest frauds of all time. Anyone who implemented such systems and continued to manage them in the manner the government has run them would be in jail. The government frequently passes laws on the private sector, such as those governing unfunded liabilities in retiree medical coverage and pensions, which are not applied to the equivalent government systems.
