Well you cannot really frame your argument in terms of whether a PR has more weight than a statement from an IR person. (Though that is what you did.) The issue is the credibility of the company that has been saying for months that they would be filing shortly. And they are still saying so, only they are just now saying it in a PR. The real issue is their credibility. Credibility is so important in today's world.
