Sounds like they love the company, but think it is fully valued at this point. This is the problem with price targets. Most analysts are accused of just bumping the price target every time the stock gets near it. On the other hand, if they don't, they've got to change the rating on it. They can't very well leave the target at $54 or whatever, and still rate it a "buy".
