This implies that a superior officer has a great deal more power over his subordinates than does an employer (or politician) in everyday life. The regulations exist to ensure (not that it always works) that these superiors will not abuse their power. >>

Overall I agree, but there is no greater position of power over his subordinates than that power which is given to the President of United States.
