No, 18 hours early in terms of the position of the Earth
to the Sun four years ago. That is, when we count
down seconds this year and hit zero, there are actually
18 more hours to go until we have made 3 full revolutions
from where the Earth was on Dec. 31, 1994.

A revolution actually takes 365 days and six hours. That is
why we have leap years every four years. That extra day (2/29) accounts for the extra six hours that have built up over the past three years, along with the six hours in that year, to make up 24 hours.
