From my perpective would be very safe, however it wouldn't make sense for me since...
1. I would have to put margin up to cover short
2. Id have to pay dividends on the short (cancel out from the long)
3. I'd have to put margin up to cover the long.
4. Probably have to hold for a year

The spread would probably reduce in which case return would be
approx 10% (if reduces by 10%)or so, minus the carrying costs. For
a small player like me, no good, I suspect a large player could not get
the volume on the closed end fund to justify it.

I currently own 3 closed end funds, which I buy and sell trying to catch the market sentiments (-30 to -10) on discounts.
