You are not "stoopid" at all. Government-speak is a dialect of American English which many are not familiar with. It is my considered opinion that, for the most part, those who are not familiar with it are much better off. Why? It was invented by lawyers, approved by elected officials and implemented by bureaucrats. Sometimes I think its sole purpose is to make us feel "stoopid." Grin.

Like a reverse merger, like an acquisition, like most things in business, filing an application with the government for anything is a process with many steps. One of the steps is submitting a form which is the actual application. But all the steps are part of, and necessary for completion of, the application process.

Actually, buying a house or a new car is also a process that in general terms is very similar. The works of Erving Goffman are very helpful in recognizing the structures of such processes. (A Canadian by the way, and author of Stigma also The Presentation of Self in Everyday Life and the one I find most helpful here, Asylums, Essays on the social situation of mental patients and other inmates.)

I don't think "concensus" is the right term...this won't be decided by majority vote (grin). The investigation is part of the application process. It is just one of the steps that happens prior to the step which is the submission of the application document.

Here's an example of how complicated this can become if one's purpose is to distract and harass: describe the process of getting dressed.

Where do you start? With putting on the first article of clothing? Or earlier than that, with deciding what to wear and then laying out the clothes? Or even earlier than that, with taking a shower so you'll be clean enough to get dressed? Or is the first act in the process of getting dressed doing the laundry so the clothes will be clean enough to put them on? Or do we have to go back to the point of purchasing the clothing? At some level each of these actions are part of the process of getting dressed -- you can't properly get dressed if one of them is left out.

Thus the application process includes the "routine investigation" as described on the government web site.

Anyone who represents differently only has to read jhild's post to prove themselves a liar. The fact that the person in question, who has indeed represented differently, is jhild himself, is merely an ironic accident, I'm sure.
