You should always lower the barriers to your adversaries quitting. Any soldier quitting is equal to 3+ additions to your side. Too much of the US mindset is tied to sticks and not enough on carrots.

Some 40+ a day are leaving Russia now as those who can afford it move out (I heard they are using Armenian airlines). And just so you know, a Russian friend told me that some Russian soldiers are already changing into civilian clothes and crossing borders as refugees. I am recommending that NATO and EU make it official and lower the barriers. And bring their family with them. Any gain is better than no gain and this is practically cost free.

As a side effect, it will force Putin to instate martial law, which will lower his regime's longevity.
