No, it does not mean much except to CNBC.

Actually, where the Fair Value is outside of RTH is completely immaterial. People who believe CNBC think that Programs hit because the Futures are lower or higher at the Open.

That's ridiculous. (EDIT, "That's patently ridiculous")

I do admit, even CNBC is coming around to the train of thought that when the Cash does not trade, programs don't get executed,

When the Regular Market is not Open. Motion on Globex is external to Fair Value....

Jesus, they are talking about FV even now on CNBC.

Anyway; I would not worry about it at this point, my opinion.
