1998 WMD quotes are irrelevant. After that, Clinton bombed the hell out of all Iraqi suspected weapons sites. The Kaye Inspectors concluded that any WMD which were left over from 1991 were destroyed in the 1998 bombing runs.

Bush made the case for war, lying about the WMD, four years later, despite no evidence Saddam, had any WMD left. In fact, Bush was notified 6 months before his invasion that Saddam had no more WMD and he buried nthe report and poo-pooed it. The CIA was told "this isn't about WMD, it's about regime change". End of story.
