The comparison chart shows ultracapacitors with low specific energy, but potential for higher specific power than batteries. For ultracaps, DOE appears to be targeting maximum achievable specific energy, with specific power exceeding that of batteries. They could be used as a peak power reservoir, for acceleration and inclines.

The flywheel and ultracapacitor alternatives store energy quickly enough to capture 'regenerative' braking energy on deceleration and declines. They can be coupled in both directions - a big advantage with respect to efficiency.

Maxwell's PowerCache cells and modules {e.g. PC7223} have already achieved specific power shown for 'Projected Carbon Capacitors'. The goal of the ATP contract awarded in October is an additional quadrupling of performance. Beyond carbon capacitors are 'Projected Metal Oxide Capacitors' with very high specific power.
