The PDF file you posted contains the final "change of status" regulations that were proposed in mid 2000 and effective 1/1/01 but are now slightly outdated because the IRS has recently changed the language in regards to “change in status” regulations under §125.

You’ve narrowly touched on section §125 but are on target. Also included or interrelated are COBRA, HIPAA and ERISA regulations plus “VEBA and HI plans (which do not fall under section §125 contrary the belief of a few)”.

The bottom line is §125 is all about legally shielding income from taxation through use of the "Safe Harbor Act".
