Really, for myself the ability to classify and judge are important tools that I am not at all unwilling to use.

I'll take your word for it that Kennedy did not introduce important legislation (if that's what you mean) with regards to the space program. But he laid it out for the American people and in particular the people working on the project. In the speech he also told us what it was going to cost (well his guess at the time) you don't hear many politicians do that today.
