Yes, they do, but for foreign exchanges you pay a fortune. I talked to the CEO of a canadian company a few years ago and his advice was that if you are going to play a canadian market, then you need a canadian broker for two reasons: 1) you won't have to deal with the exchange rate (It changes all the time) and 2) you won't have to deal with markups on brokerage fees ... essentially you are paying several brokers along the line when an american broker trades a canadian stock
