American Biometric was a complete surprise to me. However, according to what I read in the Globe & Mail, this is again " one to one " identification technology, meaning that the fingerscan is used instead of a PIN ( Personal Identification Number ). This is great for verifying access privileges. It does not work well for welfare types of applications that require " one to many " type of identification. This is used to prevent one person from assuming multiple identities with which to collect multiple welfare payments. Mytec has also never proven capability in the "one to many" arena with any volumes of consequence.
I do have a couple of more points regarding Metro and they are strictly my opinions based on my own research. When the Citibank consortium won CIBS round 2, they negotiated savings based on fraud reduction, something the first consortium that won was not allowed to do. Since Citibank's payments will be tied to deliverables, they will use the best, most proven ( ie lowest risk ) ID technology available. I now firmly believe that Mytec is not under consideration.
Further, even though a CIBS contract signing is imminent, the welfare funding and jurisdictional changes forced on Metro by the Province may kill the whole thing anyway.
