I don't think CA's press release is signficant. The press release says, "Under CA's program, any organization may submit a COBOL business application of up to 10,000 lines of code [for free impact analysis]." A 10,000 line application is nothing...like grains of sand. And it's not like you can send an 10,000 line excerpt because of all the intra-program field references.
