The problem did not exist in this form since the latter part of Reza Shah's reign (about 65 years ago). But it existed in a different form. Radical Westernization, what Al-Ahmad called "Weststrukness" meant that if you were a religious person, especially a religious woman who dressed accordingly, you were made to feel lower class. This led to a pent up anger in that group which in turn made some women feel justified and "happy" to impose Islamic dress code on other women when they got the chance.
