You can see why anyone associated with the government health services is going to be loathe to consider the possibility that practices in their Ministry might be responsible for a significant percentage of cases of infection. If it's the case, it has implications for adequacy of training of medical personnel, and supervision, and even regarding the supply and resupply procedures (eg are the health posts consistently and adequately supplied with sterile disposable needles?) All of which the Ministry of Health oversees.

I suspect that TEOMOP (The Effect of Motivation on Perception) is striking again.

In either case, whether it's from unsafe sex or dirty needles or a combination, the RSA authorities have responded appallingly to the crisis.
