Currently the amount of money these people have for a downpayment is in the area of 50% (as reported)...how many people have that kind of money...by PRWT going down there, housing can be built for residents at something closer the the down payment that we see in the US...and the government of Belize is guaranteeing the loans... so I wouldn't expect that the housing development ALREADY exists..remember the photo..they're in MUD...ground breaking...not ribbon cutting
