I think the CIA was in on this before the first $hots were fired, and it went beyond showing someone they couldn't break the law, however there was a great deal of that in it, still the primary motives if boiled down was really due to our desire to live in denial about our hidden lust for blood, no matter who's as long as it's not ours.
