I would like to see the worst case scenerio as to dilution as a result of this debt and it appears that the PE would still be very low at the current price( and thus the stock cheap). The alterantive is refinancing or having to pay off the debt, neither would dilute the stock (but may cause other difficulties balance sheet wise - at least if they have to pay it off).
