Actually, the original list did limit itself to books written "in English":

The site I linked to originally was an American Library Association site which was using the list to make a point about banned books (since this is Banned Books Week), and they did not explain that the books had to be originally written in English to be on the list.

I think Madister Ludi, The Trial, and The Stranger belong toward the top of such a list if the "English" restriction were lifted.

I don't know that I agree on Garp, but there does seem in other areas to be a distinct preference for idea-driven books which succeeded because of their ideas, not because of their literary qualities.
