The originators of these oscillators all have ideas on the best parameters for their use. But that doesn't mean calculations don't need to be changed or adapted to different markets.

I recently read that 14 is the preferred set for RSI when used with a particular price projection method....Using Fib's at least gives a demonstrated starting point for experimentation.

I believe that many of these numbers have to be changed according to cycle lengths and volitility patterns....What those changes might be....I'm not yet sure. I've been working with some bizarre configurations.
